About CCDU

The Communication and capacity development unit works at state level. It is an institutional arrangement to carry out IEC, social mobilisation and human resource development activities to achieve the following goals:

� Creating awareness
� Demand generation
� Behavioural change
� Capacity building
� To work as a catalyst in the Water Supply and Sanitation Sector
The Rajasthan CCDU is a unit of State Water Sanitation Mission (Government of Rajasthan). It is supported by Government of India and UNICEF. The unit is located at Institute of Health Management and Research, Jaipur. A tripartite agreement has been signed among GOR, UNICEF, Rajasthan and IHMR to work together. The state level CCDU is supported by seven regional support units (RSUs) at divisional head quarters. The RSUs work closely with different departments and agencies.
The programmes handled by CCDU are Swajaldhara, Total Sanitation Campaign and National rural drinking water quality monitoring and surveillance.

Introduction

Rajasthan is India's largest state, with an estimated population of 54.6 million, spread over its 41,538 villages. In Rajasthan 70 % of its population (about 35 million people) are dependant upon ground water for drinking and irrigation purposes. Drinking water quality, open defecation, School & Anganwadi Sanitation, mindset of people towards sanitation are key issues in Rajasthan. Current Sanitation coverage of Rajasthan is approximately 34 percent. Department of Drinking water, Ministry of Rural Development, Government of India has launched reforms in water and sanitation sector through Total sanitation Campaign ,Swajaldhara & National Rural Drinking Water Quality Monitoring & surveillance Programme. Communication and Capacity Development Unit has been entrusted the task of promoting the reform initiatives introduced in the Water Supply and Sanitation Sector.

Objective Of CCDU

The objectives of CCDU are as follows:
� To develop state specific HRD and IEC strategy for reform initiatives in water and sanitation Capacity development of stakeholders at all levels.
� To provide HRD/IEC inputs for programme implementation.
� Networking with Government agencies, NGOs, CBOs, for social mobilization.
� Documentation of best practices, success stories and action research.
� Project appraisal, evaluation of the water and sanitation project.
� To support policy makers in developing the policy on water and sanitation Activities.

The main contribution of CCDU in the field of HRD, IEC and Social Mobilisation is as follows:


Human Resource Development ( HRD)

� Training & Orientation of stakeholders about water and sanitation programmes.
� Capacity building of all the stakeholders.
� Exposure Trips to other states as well as within the State for having first hand feel of successful social mobilisation and implementation strategies.
� Review of implementation mechanism and identification of constraints. Remedial measures for speedy implementation of the programme.

Information Education Communication (IEC)

� Creating Awareness among stakeholders.
� Generation of demand, based on felt need for Water and Sanitation Programmes.
� Effective communication with stakeholders especially with community to ensure behavior change in Water, Sanitation and Hygiene practices.
� Effective utilization of print, electronic and folk media for informing and educating the stakeholders.

Social Mobilisation (SM)

� Promote participation of PRI's in effective implementation of programmes.
� Encourage NGOs, CBOs and other agencies to increasing contribute towards higher programme achievements on turnkey basis.
� Mobilise community, opinion & mass leaders for owning the programmes and work with the community to ensure its participation and contribution.
� To ensure convergence among different partners, agencies, organisations, departments and outfits, suitable to contribute in Water and Sanitation Programmes.

State Water Sanitation Mission

The State Water Sanitation Mission is the supreme body for implementation of Drinking Water Supply and Sanitation programmes in the State. This is a registered society under society act 1958.The committee has been constituted under the chairpersonship of Addition Chief Secretary (Development), Government of Rajasthan. The SWSM consists of two committees namely Apex committee (chaired by Add Chief Secretary, Development, Government of Rajasthan) and Executive Committee (chaired by Principal Secretary, PHED, Government of Rajasthan )

The departments and agencies with which CCDU works are:

� State Water and Sanitation Mission, Rajasthan.
� Public Health Engineering Department, Rajasthan.
� Education Department, Rajasthan.
� Panchayat Raj and Rural Development Department, Rajasthan.
� Department of Women and Child, Rajasthan.
� Medical and Health Department, Rajasthan.
� Divisional Commissioners.
� District Water and Sanitation Mission and Committee of all districts.
� UNICEF.
� IHMR.
� NGOs, CBOs etc.

Staff Structure within CCDU

CCDU is headed by Executive Director at the state level. He looks after the implementation of software components of Water and Sanitation programmes namely Human Resource Development, Information, Education, Communication and Social Mobilisation. He is responsible for day to day working of the unit. The Unit consists of four consultants for different discipline that is HRD, IEC, Social Mobilisation and Water Quality. The personnel looking after administration, finance and other support requirements are also available with CCDU.
The Administrative and Financial wing of IHMR also extends their support to CCDU as and when required. The Director, IHMR is the overall Administrative and Financial head of CCDU.

Regional support units (RSUs.)

There are seven Regional support units in the state. The units are located at divisional level. They are Jaipur, Jodhpur, Kota, Ajmer, Bharatpur, Udaipur, and Bikaner. The RSU consists of one programme officer (PO) and one field coordinator (FC).The RSUs are located in the office of Additional Chief Engineer, PHED. The salary support for RSUs is provided by UNICEF. UNICEF has also provided one time support for equipments and furniture. All other expenses are picked up by CCDU. The RSUs are under day to day supervision of Additional Chief Engineer, PHED. The units function under overall programmatic, administrative and financial control of ED, CCDU.

The roles and responsibilities of RSU are:

� Providing support to DWSMs and DWSCs for IEC, capacity building, social mobilisation activities.
� Developing convergence among water supply and sanitation activities including special projects.
� Coordination with various state Government departments and other partners.
� Monitoring and evaluation of physical and financial performance of water supply and sanitation projects.
� Strengthening of management information system.
